In the "working with TTL-logic" sense, everything (gates, chips, sensors, etc) that's inside your robot is powered by the robot's battery. That is, if the robot's power-switch is on, those gates are sucking down the battery, even if the robot isn't moving.

Same thing for the circuitry inside of chips, that power comes from the robot battery.

So, in that sense, yes, the NOT-gate has a power-source.

NOT-gates on the ground do not have a power source. Yet they appear hot. That's just how they are. :)
